I haven't seen the screenshot you mention, but based on your description it seems like there's some kind of filter restricting the administrator's view.
A common reason that users cannot see certain Tasks is because they have "Show or Hide Completed Tasks" option toggled in the Task toolbar. The icon looks like a green checkmark inside a black box, and is only visible when the Task tab is selected.
Also, the Task might exist within a different Project, or there might be another filter of some kind applied that might restrict the administrator from seeing it.
After checking those options as Administrator, if you still cannot see the Task in question, let me know and we'll explore further.
