The reason that this is happening is because in OnTime 2006, the view, add, edit and delete attachment privileges were originally controlled by the “Edit Item” privilege. Now that we have a set of separate security privileges for file attachments, they are unchecked in the user’s security roles by default.
Administrators of the OnTime application will need to edit each individual user security role and give the end users the necessary file attachment privileges.
To accomplish this, go to; Tools > Manage Security Roles. From the manage security roles window, select the desired user role and be sure to check mark the following privileges for your defects, features, tasks, and incidents.

- Add Attachments
- Edit Attachments
- Delete Attachments
