Anyone have any idea why the "New Project" menu option would be grayed out?

I thought it might be a permissions issue, but I went into the ontime database and added by windows login as a db owner. Still does it.

In the OnTime application under Tools > User Security Roles, there is a security section called manage projects. Under the manage projects section please be sure to check "Add Project" which will give you the ability to add a new project to the OnTime database.
