Vault SCM Plugin stops working after upgrade to Vault 4.x

Sourcegear has confirmed a bug in their command line client that OnTime uses for the Vault SCM plugin. They have said that the fix will be in their next release, 4.0.2. Once that release is out, we should be able to release an updated version of the Vault SCM plugin to address some compatibility issues between Vault 3.x and 4.0.2.
