I found a few posts from back in 2007 that said you cannot create a custom report with the ability to prompt the user for a value

I still don't see a way to do this.  Does this functionality exist now?

No, it is still not possible to prompt for user input in custom reports.  It's still on our list, however, and we will try to get this in a future version.
