I think I have at least a lead on the issue. This is actually a client that I am doing some IT work for and it turns out they recently switched from one ISP to another. The Axosoft installation was trying to send email out through an account (which still exists) at the old ISP, but is doing so through the new ISP's network. ...

I have read through other posts about email not being sent and none of them seem to apply to my situation. Here is what I have:

I have OnTime 2007 installed on a windows 2003 server (SP1) running MS SQL 2005 with 2GB of RAM installed, running IIS v6.0, and Xeon processor 2.33 GHZ. Currently, only 50 defects have been entered into the DB so far - no features or defects.

I have configured OnTime using Subversion for source control.
I can add links to files from the repository but OnTime crashes when I attempt to checkout the file through the OnTime Windows client.

The regional settings for my PC sets the date format to dd/mm/yyyy.
When I attempt to create a filter using a date past the 12th day of the month (eg. 15/05/2007) I receive an invalid filter error.
I can create the filter without problem if I change my regional settings to English(United States) with a mm/dd/yyyy date format.

If 2 users attempt to make changes to a Defect at the same time the second user is warned that another user has modified the record and given the option to overwrite the changes.
This does not occur for Incidents. The changes made by the first person are overwritten by the second without warning.
Is there a way to prevent this?
