I've been experiencing intollerable slowness in both the Windows client and the Web client using version 7.1.1.7329.
Here are some timings:
Click on any project in the project tree: 19-30 seconds.
Double-click a feature, defect, or task: 19-25 seconds.
Pretty much anything I clicked on took between 19 and 35 seconds. ...

Changing the timeout value for the application pool will not make any performance difference in the OnTime 2007 web edition. Please make sure that the OnTime web client virtual directory in IIS is not using an application pool that is associated with an alternative virtual directory which uses .net 1.1 instead of 2.0.
